Ayamonte, April 29, 2026<\/span><\/span><\/strong>.- <\/span>The Spanish Federation of Municipalities and Provinces (FEMP), through the Network of Local Entities for the 2030 Agenda<\/span> for Sustainable Development, held the conference \u201cAdvancing Local Voluntary Reports\u201d in Ayamonte, <\/span><\/span> an event aimed at strengthening the role of municipalities in the<\/span><\/span> <\/span><\/span>localization of the 2030 Agenda<\/span><\/span><\/strong> and offering practical tools for preparing the <\/strong><\/span><\/span>Local Voluntary Reports (LVRs)<\/span><\/span>.<\/span><\/span> <\/span><\/strong> <\/p>\n

The session brought together <\/span><\/span>institutional representatives, municipal technical managers, and experts<\/span><\/span><\/strong> <\/strong>in planning, sustainability, and data management, with a shared objective: to advance in the creation of reports that are not only reporting instruments but also useful tools for <\/span>understanding the <\/span><\/span> contribution to the Sustainable Development Goals (SDGs)<\/span><\/span><\/strong> <\/strong>through local and provincial policies<\/span>, as well as<\/span>,<\/span> for <\/span><\/span> improving public management<\/span> and <\/span>measuring results<\/span><\/span>.<\/span><\/span> <\/span><\/strong><\/p>\n

Institutional Opening<\/h2>\n

During the <\/span>institutional <\/span>opening<\/span>,<\/span> <\/span><\/span>Alberto<\/span> Fern\u00e1ndez Rodr\u00edguez<\/span><\/span><\/strong>, Mayor of Ayamonte<\/span>, highlighted the value of the 2030 Agenda <\/span><\/span> as a framework for organizing municipal strategic planning and aligning it with European funding opportunities<\/span><\/span><\/strong>. In this regard, he pointed out that the SDGs allow local entities to connect their development objectives with a roadmap capable of guiding investments, attracting resources, and strengthening local development<\/span>.<\/span> <\/span>Likewise, <\/span><\/span> Luis Sim\u00f3n<\/span><\/span><\/strong>, Deputy Director of the 2030 Agenda at the Ministry of Social Rights, Consumer Affairs, and the 2030 Agenda<\/span>, <\/span>emphasized<\/span> the importance of <\/span><\/span> adapting the SDGs to the reality of each territory<\/span><\/span><\/strong>, recalling that priorities are not the same in all contexts and that, in Spain, issues such as well-being, child nutrition, or quality of life make a key difference when it comes to <\/span><\/span>implementing the 2030 Agenda in public policies<\/span><\/span><\/strong>.<\/span><\/span> <\/span><\/p>\n

The LVR as a management and transparency tool<\/h2>\n

The conference began with the session \u201c<\/span>Beyond Data: The Local Voluntary Report as a Lever for Municipal Transformation and Transparency<\/span><\/b>,\u201d which addressed the LVR as a management tool at the service of municipalities. This block focused on three key dimensions: <\/span>improving internal management<\/span><\/b>, using <\/span>data intelligence for decision-making<\/span><\/b>, and <\/span>accountability to citizens<\/span><\/b>.<\/span> <\/span><\/p>\n

The session confirmed that Local Voluntary Reports should not be understood merely as evaluation documents, but as institutional learning processes. Their preparation helps identify progress, prioritize, detect barriers, and foster a culture of continuous improvement in local public policies. <\/span> <\/span><\/p>\n

Strategies to overcome barriers from the territory<\/h2>\n

Next, the panel discussion \u201c<\/span><\/span>Strategies to Overcome Barriers in LVR Preparation<\/span><\/span><\/strong>\u201d<\/strong> allowed for the sharing of experiences from different territories and municipal scales. Moderated by Miguel \u00c1ngel Garc\u00eda, a consultant at <\/span>Idencity<\/span>, the panel included the participation of <\/span><\/span> Estrella Michel<\/span><\/span><\/strong>, Urban Agenda and European Funds Technician at Segovia City Council; <\/span><\/span>M\u00f3nica Laguna<\/span><\/span><\/strong>, Coordinator of the EDUSI Technical Management Office at C\u00e1diz City Council; and <\/span><\/span>Daniel Calleja<\/span><\/span><\/strong>, Environmental Technician at Santa Ana la Real City Council.<\/span><\/span> <\/span><\/p>\n

During the debate, participants agreed on one of the central challenges of the 2030 Agenda at the local level: <\/span><\/span>bringing the SDGs closer to citizens<\/span><\/span> and <\/span><\/span>translating them into daily life<\/span><\/span><\/strong>. From small municipalities to provincial capitals, the <\/span>shared experiences highlighted that awareness, citizen participation, and results measurement are essential for the 2030 Agenda to advance from the ground up.<\/span><\/span> <\/span><\/p>\n

Among the good practices presented, the <\/span><\/span>creation of<\/span><\/span> <\/span><\/span>local participation spaces<\/span><\/span><\/strong> to build shared diagnoses and roadmaps<\/strong>; the promotion of <\/span><\/span>awareness campaigns<\/span><\/span> linked to everyday issues, such as energy consumption or water use; the commitment to <\/span><\/span>energy communities, sustainable mobility, and efficient lighting<\/span><\/span> in rural areas; the development of <\/span><\/span>educational programs and collaboration with universities<\/span><\/span> to engage young people; and the <\/span><\/span>support for the business sector<\/span><\/span> in its alignment with the SDGs.<\/span><\/span> <\/span><\/strong><\/p>\n

Data as a driver of local development<\/span><\/span> <\/span><\/h2>\n

Data was another main focus of the conference. In the panel <\/span><\/span>\u201cSuccess Stories:<\/strong><\/span><\/span> <\/span><\/span>the data observatory as a driver for the creation of the Local Voluntary Report<\/span><\/span><\/strong>\u201d, moderated by El\u00edas Casado, an expert in the 2030 Agenda, different experiences related to <\/span><\/span>intelligent information management<\/span><\/span><\/strong> and its application in <\/span><\/span>municipal planning<\/span><\/span> were presented.<\/span><\/span> <\/span><\/strong> <\/p>\n

\"Attendees<\/p>\n

Lino Ramos<\/span><\/b>, Head of Planning and Evaluation at Alcobendas City Council, shared his municipality’s experience in incorporating <\/span>artificial intelligence<\/span><\/b> into planning processes, emphasizing the need to advance in <\/span>data literacy<\/span><\/b> within public administrations. From this perspective, the LVR is proposed as the culmination of a <\/span>strategic learning cycle<\/span><\/b> that allows for collecting information, analyzing it, evaluating decisions, and improving policies.<\/span> <\/span><\/p>\n

Carmen Bel\u00e9n Mart\u00ednez<\/span><\/b>, researcher at the Albacete Local Sustainability Observatory, advocated for a data approach that combines <\/span>scientific rigor and social utility<\/span><\/b>. Her presentation showed how tools such as <\/span>satellite images<\/span><\/b> or <\/span>urban health studies<\/span><\/b> can help better understand the reality of neighborhoods and guide public decisions with a direct impact on the <\/span>quality of life of citizens<\/span><\/b>.<\/span> <\/span><\/p>\n

For her part, <\/span>M\u00f2nica Pag\u00e8s<\/span><\/b>, from the 2030 Strategy Service of the Barcelona Provincial Council, presented the \u201c<\/span>Visor 2030<\/span><\/b>\u201d, an <\/span>open-source and collaborative tool<\/span><\/b> that helps municipalities compare progress, ensure <\/span>budgetary transparency<\/span><\/b> , and <\/span>visually communicate the 2030 Agenda<\/span><\/b> to citizens.<\/span> <\/span><\/p>\n

The interventions led to a shared conclusion: to advance the 2030 Agenda, merely having data is not enough. It is necessary to build a data culture that allows for moving from reactive management to predictive management, capable of anticipating needs, guiding resources, and strengthening municipal transparency. <\/span><\/span> <\/span><\/p>\n

Shared challenges and practical solutions<\/h2>\n

The conference continued with a space for applied reflection on the challenges and opportunities in report management. Through a participatory dynamic, attendees worked on <\/span><\/span>identifying technical and management barriers encountered by local entities<\/span><\/span><\/strong>, as well as possible solutions based on the practical experience of municipalities.<\/span><\/span> <\/span><\/p>\n
