{"id":7160,"date":"2025-03-13T15:39:39","date_gmt":"2025-03-13T15:39:39","guid":{"rendered":"https:\/\/redagenda2030.es\/practica\/onda-2030-information-council\/"},"modified":"2025-03-13T15:39:39","modified_gmt":"2025-03-13T15:39:39","slug":"onda-2030-information-council","status":"publish","type":"practica","link":"https:\/\/redagenda2030.es\/en\/practica\/onda-2030-information-council\/","title":{"rendered":"Onda 2030 Information Council"},"content":{"rendered":"<p class=\"destacado2\">Initiative Description<\/p>\n<p>The Onda 2030 Information Council is one of the three governance bodies for the management and monitoring of the Onda 2030 Action Plan.<\/p>\n<p>It is a citizen participation body established to annually inform citizens about the degree of implementation of the Plan and the evolution of its monitoring indicators, as well as to receive proposals for new actions. Alongside it, the following are formed: <\/p>\n<ul>\n<li>The Onda 2030 Strategic Steering Committee, which is a political steering body whose functions are assumed by the Local Government Board.<\/li>\n<li>The Onda 2030 Office, which is a technical control and monitoring body for the implementation of the Plan.<\/li>\n<li>The Onda 2030 Information Council, which is a citizen participation body. Its purpose is to inform citizens about the progress in the Plan&#8217;s implementation, the fulfillment of indicators, and to propose new actions to be included. <\/li>\n<\/ul>\n<p>The functions carried out by the Onda 2030 Information Council are:<\/p>\n<ul>\n<li>Creating a space for information and debate where institutional representatives, municipal technicians, and key societal actors (representatives of business, commercial, educational, health associations, social entities, the hotel, restaurant, and cafeteria sector, etc.) converge.<\/li>\n<li>Facilitating citizen participation, either directly or through their representatives, in monitoring the implementation of the Onda 2030 Plan and incorporating new proposals deemed appropriate.<\/li>\n<li>Acting as an accountability body for citizens on the path towards the sustainability of municipal actions.<\/li>\n<\/ul>\n<p class=\"destacado1\"><span style=\"color: #000080;\">Implementation Period<\/span><\/p>\n<p>The Onda 2023 Information Council first met in February 2022 and holds meetings at least annually until the end of the Action Plan&#8217;s validity in 2031.<\/p>\n<p class=\"destacado1\"><span style=\"color: #000080;\">Methodology<\/span><\/p>\n<p>Regarding its composition, the plan establishes a decentralized, multi-level, and multi-sectoral management model, which must include at least the integration of the following profiles:<\/p>\n<ul>\n<li>Institutional representatives.<\/li>\n<li>Local administration technical staff.<\/li>\n<li>Business representatives.<\/li>\n<li>Representatives of social organizations.<\/li>\n<\/ul>\n<p>The basic criteria for selecting involved agents were the following:<\/p>\n<ul>\n<li>Performing roles\/functions of interest in the local sphere.<\/li>\n<li>Having influence capacity and\/or being opinion leaders.<\/li>\n<li>Showing interest in participating in matters of this nature (groups with whom the administration maintains a close relationship).<\/li>\n<\/ul>\n<p>To designate the initial members of the Council, a list of associations, representatives from the economic sector, and civil society who participated and contributed their ideas and concerns in the preliminary phase of the Plan&#8217;s development was used. These members may vary depending on the participation of their representatives and new needs detected by the Council&#8217;s governing and administrative bodies. Representation of all sectors most directly affected by the Plan&#8217;s content is guaranteed.  <\/p>\n<p>The Plenary is composed of all members who de facto and de jure integrate the Onda 2030 Information Council and has the following main attributions:<\/p>\n<ol>\n<li>Serving as a forum for disseminating information to citizens regarding the annual degree of achievement of the objectives set in the Onda 2030 Plan.<\/li>\n<li>Bringing together citizen participation when making new proposals or contributions that can be integrated into the Onda 2030 Plan, in line with the emergence of new social needs.<\/li>\n<li>Constituting itself as a debate body for social, economic, or environmental needs and aspirations linked to the objectives of Agenda 2030 and the Urban Agenda.<\/li>\n<\/ol>\n<p>Ordinary Council sessions are held once a year, and extraordinary sessions are held when the president so decides or at the initiative of at least five Council members.<\/p>\n<p class=\"destacado1\"><span style=\"color: #000080;\">Resources<\/span><\/p>\n<p>The Council does not have its own resources; it uses the economic, technical, and human resources of the City Council.<\/p>\n<p class=\"destacado1\"><span style=\"color: #000080;\">Stakeholder Involvement and Alliance Building<\/span><\/p>\n<p>The composition of the Information Council is multi-level and multi-sectoral, including political representatives from the City Council, municipal technicians of various kinds, and representatives of associations and other groups at the municipal level, whose participation is considered indispensable when making decisions about the future of the municipality.<\/p>\n<p>The Council itself can be considered an alliance for achieving the SDGs at the municipal level, clearly aligning with SDG 17.<\/p>\n<p class=\"destacado1\"><span style=\"color: #000080;\">Coordination<\/span><\/p>\n<p>The project has been coordinated internally through the Sustainable City Area, as the General Administration Technician for the Environment is responsible for implementing the Onda 2023 Action Plan.<\/p>\n<p>Furthermore, the collaboration of those responsible for each of the four axes structuring the Plan is considered essential:<\/p>\n<p>Axis 1. Economy and prosperity. <\/p>\n<p>Axis 2. People. <\/p>\n<p>Axis 3. Sustainable city. <\/p>\n<p>Axis 4. Innovation and governance. <\/p>\n<p>These axis leaders coordinate the annual collection of information on the evolution of action lines and planned actions within their axis, as well as on the need to incorporate new actions.<\/p>\n<p>All this information is summarized and presented to the Council so that citizens are aware of the Plan&#8217;s implementation status.<\/p>\n<p>The participation of external stakeholders is promoted through calls sent by email and telephone calls to representatives of the different social groups.<\/p>\n<p>The call is also disseminated through municipal social networks and local media.<\/p>\n<p class=\"destacado1\"><span style=\"color: #000080;\">Innovation: What are the most novel aspects contributed by the initiative?<\/span><\/p>\n<p>The most innovative aspect of the initiative is the transparency offered by the body, which allows for citizen monitoring and participation in the implementation of the Onda 2030 Action Plan.<\/p>\n<p class=\"destacado1\"><span style=\"color: #000080;\">What elements should be considered for the replicability of the initiative in another Local Entity? <\/span><\/p>\n<p>It is essential, prior to the establishment of the Council, to inform and train both representatives of different municipal groups and the political representatives and municipal technicians themselves about the need for its establishment and the importance of citizen participation in decision-making affecting the municipality.<\/p>\n<p class=\"destacado1\"><span style=\"color: #000080;\">Obstacles: What have been the main obstacles encountered in the different phases of the project?<\/span><\/p>\n<p>At times, there have been episodes of demotivation among some Council members and difficulties in finding new citizen representatives interested in the project.<\/p>\n<p class=\"destacado1\"><span style=\"color: #000080;\">Triple impact: Is the project sustainable from an environmental, economic, and social point of view?<\/span><\/p>\n<p>The development of the Onda 2030 Information Council is structured referencing the four axes that structure the Onda 2030 Action Plan itself, which clearly embody the triple impact in the project&#8217;s development.<\/p>\n<p>Axis 1. Economy and prosperity <\/p>\n<p>Axis 2. People. <\/p>\n<p>Axis 3. Sustainable city. <\/p>\n<p>Axis 4.
