This support takes the form of a technical resource that these local bodies can access to establish strategic and specific objectives, as well as actions aligned with the SDGs. For each of these actions, a priority SDG will be established, along with a complementary SDG. The alignment task will allow Local Entities to subsequently establish monitoring and evaluation indicators for each of the actions included in the Municipal Action Plan. In short, the localization and implementation of the SDGs by Local Entities will enable the application of the 2030 Agenda, as Local Entities play a fundamental role in its achievement.    <\/p>\n<p>In all cases, monitoring of the mandate action plans developed with the support of the Barcelona Provincial Council will also be carried out.<\/p>\n<p class=\"tit\">Project Classification<\/p>\n<p>Localization and implementation of the 2030 Agenda in the Local Entity.<\/p>\n<p>SDG 1. End poverty in all its forms everywhere. <\/p>\n<p>SDG 2. Zero Hunger. <\/p>\n<p>SDG 3. Ensure healthy lives and promote well-being for all at all ages. <\/p>\n<p>SDG 4. Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all. <\/p>\n<p>SDG 5. Achieve gender equality and empower all women and girls. <\/p>\n<p>SDG 6. Ensure availability and sustainable management of water and sanitation for all. <\/p>\n<p>SDG 7. Affordable and clean energy. <\/p>\n<p>SDG 8. Promote sustained, inclusive, and sustainable economic growth, full and productive employment, and decent work for all. <\/p>\n<p>SDG 9. Build resilient infrastructure, promote inclusive and sustainable industrialization, and foster innovation. <\/p>\n<p>SDG 10. Reduce inequality within and among countries. <\/p>\n<p>SDG 11. Make cities and human settlements inclusive, safe, resilient, and sustainable. <\/p>\n<p>SDG 12. Ensure sustainable consumption and production patterns. <\/p>\n<p>SDG 13. Take urgent action to combat climate change and its impacts. <\/p>\n<p>SDG 14. Conserve and sustainably use the oceans, seas, and marine resources for sustainable development. <\/p>\n<p>SDG 15. Sustainably manage forests, combat desertification, halt and reverse land degradation, and halt biodiversity loss. <\/p>\n<p>SDG 16. Promote peaceful and inclusive societies for sustainable development, provide access to justice for all, and build effective, accountable, and inclusive institutions at all levels. <\/p>\n<p>SDG 17. Partnerships for the goals. <\/p>\n<p class=\"tit\">Timeline<\/p>\n<p>2020 Barcelona Provincial Council Service Catalogue. Until early 2021, work continued on advising and monitoring the mandate action plans and their alignment with the SDGs. The project was developed during the first year of the mandate to fit with the planning phase of the Local Entities, but its duration extends until 2023.  <\/p>\n<p class=\"tit\">Self-assessment block<\/p>\n<p><strong>PLANNING. What were the objectives set for the project? <\/strong><\/p>\n<p>The main objective of the project has been to provide Local Entities with a roadmap for the coming years: the Municipal Action Plan, fully aligned with the 2030 Agenda and the Sustainable Development Goals, at both strategic and operational levels. Naturally, the strategic objectives and actions included coincide temporally with the corresponding mandate.  <\/p>\n<p>The strategic framework of the PAM, which is composed of the mission, vision, and values of the Local Entity, is specified in strategic and operational objectives that must be oriented towards achieving sustainable development. All these elements set the priority orientations for government action; therefore, the operational framework is structured into different areas of action and functional areas, establishing an ordered relationship of strategic and specific objectives and actions, with their corresponding activity indicators. <\/p>\n<p>Both the strategic and operational frameworks, with technical advice from the Barcelona Provincial Council, have allowed the included actions to align with the Sustainable Development Goals and contribute to the achievement of the 2030 Agenda.<\/p>\n<p><strong>IMPACT. What are the positive impacts of the project?<\/strong><\/p>\n<p>Local Entities, through the alignment of their municipal action plans with the SDGs, adopt the United Nations 2030 Agenda as their own, along with its sustainable development goals and targets. Therefore, Local Entities are key to achieving the global agenda. <\/p>\n<p>The adoption of a PAM and its orientation towards achieving the global agenda allows for the following positive impacts:<\/p>\n<ol>\n<li>Adaptability to the characteristics of each local body; therefore, it will adapt its methodology to each circumstance.<\/li>\n<li>Improving the efficiency, viability, and suitability of local policies and services.<\/li>\n<li>Complying with transparency regulations.<\/li>\n<li>Integrating existing municipal plans and establishing actions based on the institution&#8217;s strategic objectives.<\/li>\n<li>Fostering local cooperation through partnerships.<\/li>\n<li>The mandate action plan has also become a tool for moving towards the evaluation of policies with transformative capacity (programs to address the climate emergency or reduce inequalities).<\/li>\n<li>It enables spaces for communication, participation, and training for local public workers and their relationship with society as a whole.<\/li>\n<li>Analysis of the results of the mandate plans.<\/li>\n<\/ol>\n<p><strong>INNOVATION. What are the most innovative aspects? What challenge\/problem is addressed? <\/strong><\/p>\n<p>The innovative aspect lies in finding a balance and responding to the spheres in which the 2030 Agenda is articulated: people, planet, prosperity, and partnerships, through the municipal actions that make up the Municipal Action Plan. Some of these refer to gender equity, equal opportunities, social inclusion, health, or well-being. In short, it should allow for socially sustainable municipalities and cities with economic progress. Furthermore, administrations must work in networks and be open and transparent.   <\/p>\n<p>The challenges presented involve being able to address all the areas covered by the agenda, which is multi-stakeholder and cross-cutting in nature. In many cases, it will be necessary to propose &#8220;driving&#8221; SDGs and, from there, influence the rest of the agenda. The resources of local bodies are limited, and the challenges are far-reaching.  <\/p>\n<p><strong>METHODOLOGY. What methodology was followed for its implementation?<\/strong><\/p>\n<p>The process of defining the PAM for Local Entities is based on political leadership regarding the establishment of its strategic framework (mission, vision, values, strategic objectives, and transformative projects), but it also involves the active participation of all areas, at both management and technical levels, in the design of its operational framework. Technical advice from the Barcelona Provincial Council in drafting the PAM is established from the beginning of the project, and its operational result is aligned with the SDGs and, consequently, with the establishment of actions aimed at achieving the local 2030 Agenda. <\/p>\n<p><strong>CONDITIONING FACTORS. What conditions must be met for the project to be successfully replicated (in a similar context)?<\/strong><\/p>\n<p>The Municipal Action Plans, which receive technical advice from the Barcelona Provincial Council\u2014offering proven experience in aligning with the 2030 Agenda and the sustainable development goals and targets\u2014incorporate the methodology and specific application developed by the Council itself, which has extensive experience in local government knowledge and in preparing its own PAM, also aligned with the SDGs.<\/p>\n<p>The methodology is replicated in city councils of municipalities within the territorial demarcation of the province of Barcelona, provided they meet the conditions stipulated for access to the resource in question in the Barcelona Provincial Council Service Catalogue.<\/p>\n<p><strong>REPLICATE\/SCALE\/TRANSFER. What elements should be considered for the project to be replicated in another Local Entity? What resources are necessary? <\/strong><\/p>\n<p>For the project to be transferred to another local government, it must meet several important requirements:<\/p>\n<p>1) Strong political and management leadership linked to the localization of the Agenda.<\/p>\n<p>2) A strong vocation for innovation in the field of public policy and cross-cutting workspaces.<\/p>\n<p>3) A program-based budget that allows for alignment at the operational level and, with it, the allocation of the organization&#8217;s economic and human resources to specific objectives\/targets.<\/p>\n<p>In addition to the above, there is the operational requirement to meet the conditions for access to advisory assistance in the preparation and alignment of the Municipal Action Plan. In any case, the aforementioned advice has involved technicians from the Barcelona Provincial Council specifically dedicated to this task. <\/p>\n<p><strong>STAKEHOLDER INVOLVEMENT. Which local stakeholders have been involved in the project (citizens, third-sector organizations, private sector, academic field, etc.)? How was this involvement achieved? <\/strong><\/p>\n<p>The project has been developed mainly at the internal level of the corporation, with cross-cutting teams belonging to different specialized work areas (the Municipal Organization Assistance Service as the driver, and the 2030 Agenda and SDG Unit providing technical support).<\/p>\n<p>At the operational level, work has been carried out with all the stakeholders involved from the Local Entities: political and technical teams.<\/p>\n<p><strong>INTERNAL COORDINATION. How has the project been coordinated internally within the Local Entity?<\/strong><\/p>\n<p>The project has been technically coordinated by the Municipal Organization Assistance Service, with support from the 2030 Agenda and SDG Unit regarding alignment with the SDGs. Indirectly, the Planning and Evaluation Service, which evaluates the quality of the service offered to Local Entities, has also been involved. <\/p>\n<p>The Corporate Strategy and Local Concertation Coordination of the Presidency Area has evaluated the viability of the project at the management level, the methodological proposal, and the progress of the work to prepare the Plan in a verified and coordinated manner. Finally, the project, which is included in the Barcelona Provincial Council Service Catalogue, is approved by the Governing Board, by delegation of the Presidency, and is officially published in the Official Gazette of the Province of Barcelona for public notice. <\/p>\n<p><strong>PARTNERSHIPS. Have other institutions been involved in achieving the set objectives? <\/strong><\/p>\n<p>Barcelona Provincial Council and the Local Entities requesting the advisory resource (over 75,000 inhabitants).<\/p>\n<p><strong>RESULTS\/MEASUREMENT. Have the project results been measured based on local indicators? <\/strong><\/p>\n<p>Measurements of results related to the project are carried out using the methodology of the Provincial Council staff, associated with measuring the results and impacts of the service provided to Local Entities (Planning and Evaluation Service). The criteria taken into account were: <\/p>\n<ol>\n<li>Ensure that 100% of the assessments made by Local Entities regarding the adjustment of the resource provided to their needs are equal to or higher than 7 out of 10 points.<\/li>\n<li>The causes for not reaching the set commitment must be analyzed and relevant specific improvements proposed.<\/li>\n<li>100% of the approvals or denials of resources must be communicated through the Municipal Procedures Portal within a maximum period of 2 months from receipt of the request.<\/li>\n<li>In the event of failing to meet the set 2-month deadline, the responsible unit must contact the local body within 3 business days or less to apologize and provide the relevant explanations.<\/li>\n<\/ol>\n<p><strong>RELEVANCE. What is the suitability of the objectives and results? Is there coherence between the set objectives and the results obtained? <\/strong><\/p>\n<p>This type of assessment is carried out based on the monitoring reports and annual balance sheets prepared to understand the results of the service offered through the resource. Monitoring of the achievement of the mandate action plans is also conducted. <\/p>\n<p>Currently, work is being done on a set of indicators, available on the Barcelona Provincial Council\/SDG website, so that Local Entities can measure the achievement of the objectives set in the mandate action plan.<\/p>\n<p><strong>TRIPLE IMPACT: Is the project sustainable from an environmental, economic, and social point of view?<\/strong><\/p>\n<p>These three dimensions of sustainability have been taken into account so that they are reflected in the preparation of the municipal PAMs. In turn, these objectives are linked to the raison d&#8217;\u00eatre of the Provincial Council, which is to cooperate with the local bodies of the province of Barcelona to promote local institutions and policies that create public value (related to SDG 16 on peace, justice, and strong institutions) and to build an inclusive, safe, and resilient network of local governments (related to SDG 11 on sustainable cities and communities). A broad and rebalancing territorial vision is sought, ensuring equitable access for citizens to local services regardless of where they live.  <\/p>\n<p><strong>OBSTACLES: What were the main obstacles encountered in all phases of the project?<\/strong><\/p>\n<p>During the process of preparing the advisory project, no significant obstacles were found for its promotion and approval. During the first months of its implementation, a major obstacle to its execution was caused by the global COVID-19 pandemic and the need to dedicate a significant amount of corporate resources of all kinds (economic, human, organizational, and technological) to ensuring public health, strengthening social cohesion in the face of the resulting economic crisis, and contributing to mitigating its effects on the production system. <\/p>\n<p><strong>CONCLUSION.
