During 2021, technical support will be offered to local entities in municipalities with fewer than 20,000 inhabitants who request it through the Service Catalogue. <\/p>\n Pending the specific results of the guide’s application and feedback from local entities, the expected impact is an increase in the contribution of municipalities to the SDGs and the generalization of the implementation of the 2030 Agenda in local entities in the province of Barcelona, primarily, and in other territories wishing to use it.<\/p>\n With the publication of this guide, the Barcelona Provincial Council aims to facilitate the deployment of the 2030 Agenda at the local level, so that any local entity in the Barcelona area has a public management system and citizen relations based on Sustainable Development.<\/p>\n INNOVATION What are the most innovative aspects? What challenge\/problem is being addressed? <\/strong><\/p>\n While there are numerous resources and guides on the 2030 Agenda, the Barcelona Provincial Council has deemed it necessary and appropriate to develop a specific guide for local entities in the territory of the province of Barcelona, in order to provide them with a resource to address the Local 2030 Agenda, adapted to the context of the Barcelona territory and local reality, and consistent with other resources generated by the organization, such as the battery of local indicators for the 2030 Agenda.<\/p>\n METHODOLOGY What methodology was followed for its implementation?<\/strong><\/p>\n The development of the guide was carried out through technical exchange sessions and drafting work by a team composed of technical staff from the Barcelona Provincial Council and the consulting firm ADOS Sostenibilidad y Clima. The content was drafted based on the knowledge and previous experiences of the members of the guide’s drafting team, but it also included verification work with local agents, technical and political staff, from municipalities and regional entities, who contributed their experiences and vision on the approach of this Guide, in order to ensure that it provides solutions and answers to the real needs of local entities. How was this involvement achieved? <\/strong><\/p>\n For the drafting of the guide, the participation of a technical team from the consulting firm ADOS Sostenibilidad y Clima was included.<\/p>\n During the guide development process, representatives, at technical and political levels, from 6 local entities in the province (4 municipalities and 2 regional councils) with previous experience in localizing the SDGs and implementing the 2030 Agenda in their territory were invited to participate in a document verification workshop, to assess the degree of adaptation to their needs and expectations.<\/p>\n INTERNAL COORDINATION How was the project coordinated internally within the Local Entity?<\/strong><\/p>\n A coordination team from the Barcelona Provincial Council was established, composed of technical staff from the 2030 Agenda and Participation Service, as the area responsible for the content of the 2030 Agenda and its implementation in the territory, together with the Press and Communication Office, as responsible for the communication elements of the corporation, such as publications.<\/p>\n PARTNERSHIPS Have other institutions been involved in achieving the set objectives?<\/strong><\/p>\n Regarding the guide development process, representatives from 6 local entities in the province (4 municipalities and 2 regional councils) with previous experience in localizing the SDGs and implementing the 2030 Agenda in their territory were invited.<\/p>\n The actual achievement of the guide’s objectives will be accomplished through its application by all local entities in the province that decide to implement it.<\/p>\n RESULTS\/MEASUREMENT Have the project results been measured based on local indicators?<\/strong><\/p>\n The guide has been recently approved and there has not been time for application in any local entity.<\/p>\n Parallel to the development of the guide, work has been done on constructing a battery of local indicators to measure the contribution of municipalities to the 17 SDGs. Its publication and successive monitoring and evaluation processes will allow knowledge of the starting point of municipalities in the province regarding their contribution to each SDG, as well as their evolution following actions developed to increase their contribution, such as the application of the guide. <\/p>\n RELEVANCE What is the adequacy of the objectives and results? Is there coherence between the objectives set and the results obtained? <\/strong><\/p>\n The guide has been recently approved and the results of its application in local entities have not yet been measured, but an adequacy of results to objectives is expected. We start from an initial point with a very incipient level of implementation of the local 2030 Agenda in municipalities, and this context allows us to propose a horizon of increased degree of involvement and contribution of local entities to the 2030 Agenda. And this guide is, without doubt, a key instrument to collaborate toward this end. <\/p>\n TRIPLE IMPACT Is the project sustainable from an environmental, economic and social perspective?<\/strong><\/p>\n The guide aims to facilitate the implementation of the 2030 Agenda for sustainable development, which, by definition, includes the three dimensions of sustainability, ensuring economic growth, social inclusion and environmental protection.<\/p>\n Regarding the specific product, both the guide resource itself and its development process is and has been sustainable from an environmental, social and economic perspective.<\/p>\n In the environmental dimension, the development work was carried out through virtual sessions, with the consequent CO2 savings from travel. Additionally, the resource is and has been disseminated in digital format to local entities, saving paper consumption and printing inks. <\/p>\n Regarding the economic dimension, it is sustainable for local entities, given that it is a free resource, both the guide itself and the technical support offered through the Service Catalogue.<\/p>\n From a social perspective, the very content and application of the guide promotes reflection and sensitivity to social issues, as well as the involvement of all social agents in the territories that implement the guide.<\/p>\n OBSTACLES What were the main obstacles encountered in all phases of the project?<\/strong><\/p>\n In the guide drafting process, there have been no obstacles to its development and publication. Possible obstacles or limitations may appear during the guide application process by local entities. And, in this regard, the only difficulty in the drafting process has been the adaptation of the resource to the needs and expectations of local entities. The verification workshop with a group of representatives from potential local entity users of the guide had precisely the purpose of achieving maximum adaptation, but until the guide has been applied from beginning to end in some municipalities and regions, we will not have certainty of its actual fit. <\/p>\n This edition has been drafted in a context in which the implementation of 2030 Agendas at the local level is still emerging, so if necessary, an update would be developed later in coherence with the evolution of Local 2030 Agendas among municipalities in the province of Barcelona and their needs.<\/p>\n
\nRegarding the application methodology of the guide itself, it proposes a 4-STEP process to help local entities define their Local 2030 Agenda. Depending on the starting context, the entities targeted by the Guide may choose to follow the process step by step as proposed, use it selectively for partial processes, or use it as a guide and support for aligning an existing Plan. <\/p>\n
