Among the final conclusions of the evaluation of the previous Strategic Plan, it was recommended to integrate alignment with the SDGs of the 2030 Agenda into the next Plan from the outset. Therefore, when the formulation of the new Plan began, the first task undertaken was precisely the 2021 SDG Assessment in Alcobendas.
\nThis assessment is based on the results analyzed in two reports: “The Sustainable Development Goals in 100 Spanish Cities” and the study “Towards the Consolidation of Inclusive Cities: A Challenge for Madrid.” In the first report, Alcobendas ranks 28th out of a total of 103 cities with over 100,000 inhabitants, and in the second, it ranks 9th out of 18 Madrid municipalities with over 60,000 inhabitants. The indicators for the report were constructed following the guidelines set by the European Commission and, more specifically, by its Joint Research Centre (JRC). <\/p>\n
The summary by SDG of these two reports indicates, on one hand, Alcobendas’ strengths in SDGs 1, 3, 4, 8, 16, and 17 and, on the other, weaknesses or the need for improvement in SDGs 2, 5, 9, 10, 12, 13, and 15.<\/p>\n

\nOn this occasion, the guidelines set by the European Commission, through its Joint Research Centre (JRC), on how to report progress on the SDGs were followed. These guidelines, which did not exist during the first approach, allowed us to monitor sustainable development at the European level. Furthermore, they allowed us to focus on those aspects identified as most relevant at the urban level and closest to our competencies as a City Council (without being limited to them).
\nStarting from existing indicators, a set of indicators was developed that allowed us to better portray the reality of Alcobendas, delving especially into the SDGs where deficiencies were detected and reaching the SDG target level, without losing the comparability (with other Spanish and European cities) that will provide perspective throughout the useful life of this new Plan.<\/p>\n\n

\nTo compare and contrast indicators with different metrics within the groupings by objectives and projects defined in the plan, a normalization of the values obtained was carried out, based on the definition of maximums and minimums for each metric according to the objectives relative to the current state. The normalization method applied is scaling to a value on a 0\u2013100 scale.
\nThe key to this scaling is the selection of the maximum and minimum of the scale to be applied. The following criteria were used for this, in order of preference:
\n\u2022 Reference values set by current regulations or objectives of recognized political, economic, and environmental agendas.
\n\u2022 National or regional values: means, medians, maximums, and minimums.
\n\u2022 Calculated from the values of comparison cities: average of the top 3 values.
\n\u2022 Alcobendas objectives (maximums and minimums defined in the PROQUO Database).
\n\u2022 Consulted expert criteria. This normalization allows for the construction of an index per driving project by aggregating all its associated indicators and evaluating its growth:
\n\u2022 Annual average of the normalized values for each indicator.
\n\u2022 Difference between the 2014 value (or the closest subsequent one) and the 2018 value (or the closest previous one). The aggregation of several Driving Projects to evaluate a General Objective is carried out in the same way, by averaging the resulting annual values of each project, and successively as we move up the Plan’s hierarchy. <\/p>\n\n
\nFurthermore, from a sustainability perspective, it is planned to periodically update the Assessment to finally converge on the fulfillment of the 2030 Agenda.<\/p>\n\n
\nHowever, a plan that integrated from its inception the ambition to contribute to all SDGs from Alcobendas, both in strategic definition and monitoring mechanisms, was still pending. This deficit will be resolved in the planning cycle that begins with this assessment. <\/p>\n
