Summary

The Pontevedra Provincial Council has defined its strategy to achieve the objectives of the 2030 Agenda in the province. To this end, in 2019 it prepared a diagnosis of alignment with the SDGs with an impact of 91%; in 2020 it approved a budget aligned with the 2030 Agenda; and in the current year, 2021, we have approved a Provincial Strategic Plan for European Funds, aligned with the 2030 Agenda and the flagship policies of the Recovery, Transformation and Resilience Plan.

The institution applies the UN roadmap across all government actions, based on a series of priority considerations: the province must be sustainable and equitable, develop an inclusive social welfare model, and promote a productive and competitive economy that supports quality employment.

To achieve the objectives, actions are developed and scheduled in different strategic areas, such as equality, depopulation, youth, environmental agenda, mobility, sustainable tourism, economy, European funds and procurement.

PLANNING What were the objectives set for the project?

The Pontevedra Provincial Council has addressed the analysis of the degree of compliance with the 17 SDGs set by the 2030 Agenda, achieving 31 of the targets defined in them—those linked to the responsibilities entrusted to it as a Provincial Council or achieved thanks to impacts derived from its projects and partnerships. The objective is to accelerate the implementation processes of the 2030 Agenda at the local level over the 2019–2023 horizon through joint action.

IMPACT What are the positive impacts of the project?

The set of PROGRAMMES, PLANS AND PROJECTS launched by the Pontevedra Provincial Council, together with the PARTNERSHIPS established with other public and private entities, achieves an average overall impact of 91%.

From the first phase of the project, the Roadmap for the 2030 Agenda of the province of Pontevedra was created (file attached).

We are developing a second phase, analysing the degree of implementation in small municipalities based on the suitability of programmes and strategic plans for alignment with the SDGs.

INNOVATION What are the most innovative aspects? What challenge/problem is addressed?

Taking a comprehensive approach to the implementation of the SDGs in the province, with the triple challenge of involving local councils and social stakeholders in meeting the SDGs, promoting local leadership for the fulfilment of the 2030 Agenda, and reducing inequalities, especially in smaller rural municipalities.

METHODOLOGY What methodology was followed for its implementation?

Phase 1: Analysis and baseline situation. To take advantage of the opportunity that the 2030 Agenda represents for the province, in 2019 a study was carried out on the alignment of the programmes launched up to that point in the territory.

Phase 2: Development. In this phase, the Pontevedra Provincial Council joins the Governing Council of the new Local Network for the 2030 Agenda and launches the local alliance for the 17 Sustainable Development Goals, to involve the province’s local councils in the 2030 Agenda while carrying out programmes and citizen awareness actions, especially with young people (the DEPORUARTE programme: thinking about 2030, or the Re-acción polo clima competition).

Phase 3. Capacity-building and training of workers in the implementation of the 2030 Agenda, and a study of the implementation of the 2030 Agenda in small municipalities.

ENABLING FACTORS What conditions must be met for the project to be successfully replicated (in a similar context)?

Achieving real and effective involvement of all administrations, the social fabric and the economic fabric.

REPLICATE/SCALE/TRANSFER What elements must be considered to replicate the project in another Local Entity? What resources are needed?

The genuine commitment of management teams to implementing the Agenda; the motivation and training of staff, which must be carried out; and the time and financial planning for rolling out the Agenda in that entity, based on the partnerships it can establish for its development.

STAKEHOLDER INVOLVEMENT Which local actors have been involved in the project (citizens, third-sector organisations, private sector, academia, etc.)? How was this involvement achieved?

The Pontevedra Provincial Council believes that collaboration between administrations is essential, with establishing partnerships with local councils as a priority, in order to promote awareness of the SDGs among all citizens. This local alliance makes it possible to add synergies with local councils in different areas, while also establishing a continuous flow of information and public dissemination of all municipal initiatives linked to the SDGs. The institution maintains collaborative partnerships with most of the local councils in the province of Pontevedra (https://axenda2030.depo.gal/alianza-local).

INTERNAL COORDINATION How has the project been coordinated internally within the Local Entity?

The project is coordinated by the Presidency, with the involvement and participation of different services of the Pontevedra Provincial Council.

PARTNERSHIPS Have other institutions been involved in achieving the stated objectives?

Yes, in this case the local councils of the province of Pontevedra, the Galician NGO Coordinator, the associations of music and film festivals in the province, sectoral associations in tourism and industry, and the secondary education centres that participate in actions aimed at young people.

RESULTS/MEASUREMENT Have the project results been measured based on local indicators?

They are under development.

RELEVANCE What is the suitability of the objectives and results? Is there coherence between the objectives set and the results obtained?

When the SDG alignment diagnosis was carried out, objectives were established, according to the Provincial Council’s responsibilities, that could be measurable.

TRIPLE IMPACT: Is the project sustainable from an environmental, economic and social point of view?

The Local Alliance Strategy Pontevedra is a project designed from a triple-impact strategy and grounded in three areas of action: sustainable development, strong partnerships and equality as a cross-cutting element. All actions framed within this project are built on these pillars.

OBSTACLES: What were the main obstacles encountered in all phases of the project?

The lack of resources in small local councils to develop some initiatives.

CONCLUSION. Project impact and usefulness.

With the launch of this project, we are implementing the 2030 Agenda, which has enabled a huge impact on the transformation of municipalities through tools to promote equality, with programmes and actions that reach the entire territory and are aligned with major global challenges such as:

• • The Ágora Plan or the Deporemse Plan, through which we have managed to improve friendly and safe mobility in all towns.
  • Funding Urban Mobility plans in all the concellos of the province, for the future design of the entire territory.
  • Designing strategic tourism and sports plans to define actions that reach all concellos.
  • The annual approval of the Plan Concellos, a mechanism that enables the provision of services and facilities throughout the territory, with criteria of equity and local autonomy.
  • The Reacpon plan to provide new facilities, rehabilitate existing ones and create sustainable urban spaces aligned with the fulfilment of the 2030 Agenda.
  • Programmes to help create a social, economic and sustainable environment through social engagement.

It should also be highlighted that this alliance enables the exchange of enriching and useful practices and experiences for the member entities, generating knowledge and stimulating the development of effective and efficient actions that contribute to fulfilling the Agenda.
