Strengthening trust in the 2030 Agenda from Local Governments

Vitoria-Gasteiz, 22 and 23 October 2025

Introduction

The conference “Strengthening trust in the 2030 Agenda from local governments”, held as part of the Network’s 5th annual Assembly, has been a meeting point and a space for cooperation for the different entities that make it up. Over two days, experiences, reflections and challenges were shared to improve coordination between different levels of government and renew a shared commitment to move forward on the objectives of the 2030 Agenda.

Within the framework of the meeting, local leaders and institutional representatives reaffirmed that “thinking globally and acting locally” is a way of working that requires coordination, continuity and a shared roadmap. From this perspective, the municipal sphere takes centre stage because it is the closest level at which to drive awareness, translate the SDGs into concrete policies and accelerate the transition towards sustainability in the five years remaining until 2030.

Co-governance, citizen participation and environmental action were three key themes present throughout the conference. The State, autonomous communities, provincial councils and city councils are seen as complementary pieces for bringing the SDGs down to earth through their competences and resources, sharing tools, funding, training and methodologies that enable each municipality to drive its own sustainability agenda.

All of this, with the action and role of citizens as a driving force for change. The European perspective has made it possible to visualise and understand the SDGs as a compass for a new social and environmental contract, when they are built from the territories and with sustainable policies.

Over these two days, it has been possible to continue setting out the Network’s roadmap to 2030 and reaffirm the commitment to continue promoting tools, resources and methodologies that make it possible to advance SDG localisation, showcasing, connecting and scaling good practices across the territory.

On 23 October, the Network of Local Entities for the 2030 Agenda for Sustainable Development held its 5th annual Assembly, where Network members approved the work plan and lines of action until the next Assembly is held.
