Driving coherence in local policies through the 2030 Agenda

Introduction
Four years from the 2030 horizon, the Sustainable Development Goals remain an essential roadmap for responding to the major challenges of our time: the climate emergency, social inequalities, the demographic challenge, territorial cohesion, the energy transition, inclusive digitalisation, equal opportunities and improving the quality of democracy. In this context, local entities continue to play an essential role, as they are the administrations closest to citizens and those that best understand the needs, capacities and opportunities of each territory.
From the Network of Local Entities for the 2030 Agenda, we continue working to advance the localisation of the Sustainable Development Goals, promoting their integration into local public policies, plans, budgets and services. This work has made it possible to consolidate a Network of committed entities, where we share knowledge and good practices, foster partnerships and move towards more participatory and transparent governance.
At the current stage, it is important to strengthen policy coherence for sustainable development, aligning strategies and making decisions that take into account social, economic, environmental and territorial effects, coordinating public resources to contribute to the achievement of the Sustainable Development Goals.
Local entities are making determined progress in the gradual integration of the Sustainable Development Goals into municipal strategic planning, strengthening the connection between the Urban Agenda, climate plans, social policies, public procurement, equality, the local economy and citizen participation. This process entails an active commitment to continuous improvement, incorporating mechanisms to assess the impact of public policies and promoting greater coordination between the different levels of government.
Progress in this process is underpinned by the active and collaborative involvement of local entities, together with technical and political teams, the associative fabric, the education sector, the business sector, universities and citizens. In this context, the event is an opportunity to strengthen this shared commitment, creating a space for exchanging experiences, mutual learning and disseminating practical tools. It will also make it possible to identify common challenges and move forward together in building responses adapted to the diversity and uniqueness of our territories.
In 2026, a particularly relevant phase begins to consolidate the commitments made, measure progress more accurately and accelerate the achievement of results. It is time to continue evolving from awareness-raising towards consolidation in public management processes, to move from one-off initiatives towards comprehensive strategic approaches, and to strengthen the monitoring and evaluation of the impact of public policies. To this end, it is essential to continue strengthening a data culture, drive the digitalisation of the administration, promote public innovation, advance anticipatory planning, expand spaces for citizen participation and mainstream the use of tools that facilitate more informed and effective decision-making.
In this scenario of growing challenges and opportunities for public administrations, it is key to maintain and strengthen joint work to continue moving towards territories that are more sustainable, inclusive, cohesive and prepared for the future. Four years from 2030, the drive of local commitment, institutional collaboration and coherence in public action will be decisive in consolidating the transformations underway and contributing effectively to improving citizens’ quality of life.

Context of the round table: The multilevel dimension is one of the four dimensions of Policy Coherence for Sustainable Development. In this round table we will learn about the importance of public policy coherence in driving and impacting actions at different levels of administration.

Context of the round table: Youth can offer us a vision of the future and drive the 2030 Agenda forward. Through this round table we will learn about the perspectives of organizations that are championing youth as the main actor in their local policies linked to the 2030 Agenda.

Context of the panel: The challenge of accessible and approachable communication is a key element in local and provincial administration. In this panel we will learn about initiatives related to communication, where citizens, together with the associative and productive fabric, are becoming key elements in generating greater communicative impact.

Context of the panel: Voluntary Local Reports are the final step in the process of localizing the 2030 Agenda and their widespread development represents one of the Network’s greatest challenges. In this panel, we will learn about some experiences of local entities that have already prepared their Voluntary Local Reports.
