Network of Local Entities
for the 2030 Agenda for Sustainable Development

The Network of Local Entities for the 2030 Agenda for Sustainable Development is a FEMP Network that voluntarily integrates Local Governments committed to implementing the SDGs of the 2030 Agenda in a cross-cutting manner in their local and provincial public policies.

The main objective of the Network is to promote coordination of actions among Local Governments, enabling better results in implementing the 2030 Agenda in municipalities and provinces through the localization and development of the SDGs at the local level.

The specific objectives include the following:

  • To promote knowledge, awareness, and implementation of the SDGs of the 2030 Agenda in Spanish local entities through institutional strengthening and the involvement of different local stakeholders.
  • To strengthen and legitimize the strategic role played by local authorities in developing the 2030 Agenda in Spain in order to achieve the best political impact, promoting networking and the pursuit of alliances that drive cohesion policies at the local level and proper multilevel (central, regional, and local) and multi-stakeholder coordination for the construction and implementation of the 2030 Agenda at the local level.
  • To act as a forum for exchange and experiences among the Local Governments that comprise the Network.
  • To provide advisory and assistance services for its members, technical training, and mutual cooperation among Local Entity authorities in localizing the SDGs of the 2030 Agenda in Spain.
  • To work with Local Governments on specific lines of action following the crisis caused by COVID-19 to provide a territorial response aligned with the 2030 Agenda.
How to become a member

There are four types of Network members:

Full Members: all Local Entities, integrated in the FEMP, that express, through the corresponding agreement adopted by the Plenary of the Corporation, their express will to join the Network.

To request membership, they must submit:

  • Municipal agreement for joining the Network approved by the municipal or provincial plenary (download template)
  • Make an institutional declaration by the Mayor addressed to citizens expressing the commitment to join the Network and the future implementation of municipal policies for the development of the SDGs of the 2030 Agenda.
  • Accept the 2030 Agenda Declaration approved at the XII Plenary of the FEMP (download the text of the Declaration)
  • Have prepared or commit to preparing a situation analysis and a localization and implementation plan for the SDGs of the 2030 Agenda.
  • Designation of a political representative and a technical representative for the Network (download Network registration questionnaire)
  • Payment of an annual fee (see fee amounts)

Together with the acceptance of the 2030 Agenda Declaration of the XII Plenary of the FEMP, the membership agreement approved in the municipal plenary and the registration questionnaire for the Network of Local Entities for the 2030 Agenda for sustainable development must be submitted.

Honorary Members: natural or legal persons who are proposed as such by the Governing Council of the Network and are appointed by the Governing Board of the FEMP for their special contribution to the purposes of the Network.

Observer Members: those Institutions or Public Entities at the national, regional, or local level whose purpose is to work on the development and implementation of the SDGs of the 2030 Agenda in Spain. They will be proposed as such by the Network’s Governing Council and appointed by the FEMP Governing Board.

To process such membership, it is necessary to submit an agreement or request to join the Network.

Collaborating Members: those companies, private entities, institutions whose purpose is to work on the development and implementation of the SDGs of the 2030 Agenda in Spain and are accepted as collaborators by the General Assembly. Participation as collaborators in the Network’s activities will be established through a Collaboration Agreement and must be approved by the Governing Board of the Network.
