MITECO’s 2025 Call for Innovative Projects to Combat Depopulation Now Open

The Ministry for Ecological Transition and Demographic Challenge (MITECO) has launched the 2025 call for grants to fund innovative projects for territorial transformation and the fight against depopulation, promoted by local entities, on a competitive basis. The call has a maximum total budget of €40,000,000.

The deadline for submitting applications is January 20, 2026. The process is carried out electronically through the MITECO headquarters, using the enabled tool with standardized forms and templates.

What type of projects does it seek to support?

The call is aimed at initiatives that address the demographic challenge from a holistic territorial perspective, with an innovation focus and the capacity to generate impact in municipalities. It seeks projects that contribute to territorial transformation and can serve as a reference for other areas with similar problems.

Who can submit an application?

Eligible beneficiaries include, among others, local entities provided for in local government regulations (with the exception of metropolitan areas), other local entities regulated by regional legislation with powers and management capacity, as well as groups of local entities and consortia attached to the local Administration, provided they meet the admissibility conditions.

Additionally, each applicant entity may submit only one project, although it may participate as a cooperating entity in projects promoted by other entities.

The actions must be carried out in eligible municipalities and areas with demographic challenges. Generally, municipalities with fewer than 5,000 inhabitants are prioritized, and under certain conditions, municipalities with up to 20,000 inhabitants may be included.

Territorial Scope

Projects must be developed in areas with depopulation problems, with a special focus on municipalities with fewer than 5,000 inhabitants. They may also be developed in municipalities with between 5,000 and 20,000 inhabitants, provided they have a population density of less than 100 inhabitants/km² and the actions are carried out in population centers of less than 5,000 inhabitants (hamlets, villages, or similar).

In supra-municipal projects, the criterion of targeting municipalities with fewer than 5,000 inhabitants is maintained, and certain coordination, communication, or training activities, when justified, may be carried out centrally in municipalities with up to 30,000 inhabitants, provided that the main actions are carried out in the eligible municipalities.

Budget and funding percentage

The grant cannot exceed 90% of the eligible project expenditure.

Regarding amounts, the call establishes minimums and maximums per project according to the type of applicant entity:

  • City Councils and other local entities (not included in groups): €25,000 – €200,000.
  • Associations of municipalities, consortia, regional councils, groups of local entities, etc.: €25,000 – €300,000.
  • Provincial Councils/Island Councils and single-province communities with equivalent functions: €50,000 – €300,000.

Implementation and Justification Deadlines

The maximum period for the execution of subsidized projects is 22 months, starting from the publication of the grant award resolution.

How to submit an application?

Applications must be submitted electronically through the MITECO electronic headquarters. The call specifies the documentation and content that must be provided, including a project report with territorial and demographic justification, a description and timeline of actions, planned resources, and expected impact, among other elements.
