Summary

The City Council of Riba-roja de Túria has commissioned the University of Valencia for the Update of the Participatory Strategic Plan of Riba-roja de Túria (2017-2025) due to the impacts derived from COVID-19 (PLANRIBA-PLUS). This includes the “2030 Agenda implementation system in Riba-roja de Túria. Proposal of indicators for the SDGs.”. This chapter specifies that: “The University of Valencia, through the ESTEPA Research Unit (Studies of Territory, Landscape and Heritage), of the Department of Geography, and at the request of the EcoRiba environmental technical office of the City Council of Riba-roja de Túria, has carried out a work methodology that allows for the application and monitoring of the 2030 Agenda. The purpose is to provide, with this document, a situation analysis and a localization and implementation plan for the SDGs of the 2030 Agenda within the framework of the Participatory Strategic Plan of Riba-roja de Túria (2017-2025), thanks to the City Council of Riba-roja de Túria joining the Network of Local Entities for the 2030 Agenda-FEMP” (Hermosilla, Mayordomo and Fernández, 2021, p. 225).

The aforementioned authors state that “for the development of the work methodology, the Guide for the localization of the 2030 Agenda (Varela, Álvarez and Cortés, 2020), published by the Secretary of State for the 2030 Agenda and the FEMP, has been taken as a reference.” (Ibidem, p. 225). Furthermore, they have consulted other documents to define the Sustainable Development indicators with the aim of “being able to measure the progress or fulfillment of the targets for each of the SDGs” (Ibidem, p. 225) contextualized within the municipal scope of Riba-roja de Túria.

The technical team from the University of Valencia has proposed a set of indicators, adapted to the unique characteristics of the municipality of Riba-roja de Túria, to measure the fulfillment of the SDGs. For each SDG, a table has been prepared containing the municipal areas involved, the proposed indicators, a space for baseline values, and the reference guide used for each indicator.

The Guide for the localization of the 2030 Agenda does not present specific Sustainable Development indicators adapted to the municipal context to measure progress or fulfillment of the targets for each of the SDGs. Therefore, the technical team from the University of Valencia has consulted various documents*, which detail indicators and variables in different territories. The Participatory Strategic Plan of Riba-roja de Túria (2017-2025) (PLAN RIBA) is fully participatory in nature through techniques such as the Gulliver Map and sectoral tables. In the case of its update due to the impact of COVID-19 (PLAN-RIBAPLUS), interviews were conducted with key informants in the territory. These studies were carried out by the University of Valencia.

INTERNAL COORDINATION How has the project been coordinated internally within the Local Entity?

Through the Mayor’s Office via the Department of Strategic Planning, European Projects and Innovation.
