Summary
This project seeks to achieve the implementation of the 2030 Agenda in the local agenda, doing so from the political side with area leads who identify with the SDGs and who, in this way, make decisions following the guidelines set and create indicators that help assess the progressive achievement of milestones. In this way, an organisational chart has been developed for the departments of Soria City Council within the areas of the 2030 Agenda: Planet, People, Prosperity, Peace and Partnership, adding a sixth area: cultural heritage. The more conventional departments fit within these, without losing that perspective.

PLANNING What objectives were set for the project?
The main objective is the implementation of the 2030 Agenda from within each department. The idea is to bring this roadmap to local government and do so through participation, mainstreaming and a gender perspective.
IMPACT What are the positive impacts of the project?
The project has a multitude of positive impacts, highlighting the commitment of all stakeholders, with a clear political will, the coming together of people from different departments, citizen commitment through participation, a closer identification with the Agenda and a pursuit of local targets, without forgetting equality between people and territories.
INNOVATION What are the most novel aspects? What challenge/problem is addressed?
The departments work on the objectives they can develop. The challenge is reaching citizens within the objectives. The difficulty is bringing the Agenda down to the local level and completing its monitoring with indicators appropriate to the scale.
METHODOLOGY What methodology was followed for its implementation?
The departmental areas have been set up according to the objectives of the 2030 Agenda, and constant communication is maintained to promote mainstreaming, as well as joint and global projects involving all areas. Training and work on the different SDGs have also been promoted.
CONDITIONAL FACTORS What conditions must be in place for the project to be successfully replicated (in a similar context)?
The first factor is that it is a firm political commitment to the Agenda, and second, knowledge of the objectives in order to be able to develop them. With this solid foundation, work is carried out to bring together civil society and academia, with contributions from social and economic stakeholders. It will be the sum of everyone that will make implementation real and, from top to bottom, will end up permeating all municipal measures.
REPLICATE/SCALE/TRANSFER What elements must be taken into account to replicate the project in another Local Entity? What resources are needed?
Above all, information and training on the objectives, both for politicians and for those responsible for municipal departments. Developing those indicators that make it possible to assess the steps taken towards achieving the objectives will also be an important point for exporting the model.
STAKEHOLDER INVOLVEMENT Which local stakeholders have been involved in the project (citizens, third-sector organisations, private sector, academia, etc.)? How was this involvement achieved?
The involvement of local stakeholders has been at its maximum, through global projects in which participatory work and transparency have always been sought, since open government is one of the basic pillars of the Agenda and also of the municipal organisational chart.
INTERNAL COORDINATION How has the project been coordinated internally within the Local Entity?
With internal meetings of the different departments, as well as online tools and training.
PARTNERSHIPS Have other institutions been involved in achieving the objectives set?
There are other institutions that also work along these lines of achieving the SDGs, but in parallel to the project presented.
RESULTS/MEASUREMENT Have the project results been measured based on local indicators?
Progress is being made in developing these local indicators, since those included in the 2030 Agenda must be analysed at this scale and the different administrations also have different statistical formats or criteria for understanding the degree of implementation or achievement of objectives.
RELEVANCE How appropriate are the objectives and results? Is there coherence between the objectives set and the results obtained?
The results are positive, but there is still a way to go.
TRIPLE IMPACT: Is the project sustainable from an environmental, economic and social point of view?
That is the priority, since implementation seeks precisely to ensure that the administration and everything that derives from its action is sustainable, fair and equal.
OBSTACLES: What were the main obstacles encountered in all phases of the project?
Changing habits in administrative work and having an in-depth knowledge of the Agenda, as well as bringing it down to the local scale.
CONCLUSION. Project impact and usefulness.
With this change to the organisational chart, policies can be made that are more aligned with the 2030 Agenda and its objectives.
